Crystal 7.0 has the following known issue with Shared Variables which we have now encountered in our application:
Crystal Reports version 7.0.x.192 does not pass a shared variable between multiple sections of the same type, if those sections break across pages.
I see that this issue was resolved with the following patch: sr867_7011b_setup.zip
One of the reference documents I found at sdn.sap.com states the following:

I have not been able to find that file anywhere on the web or this support site. I have been using legacy CR for a long time and was used to just being able to download the fixes from the Crystal Decisions site. Can anyone help me find the above-mentioned file? If you have a link please let me know - if you have the actual file, I can send my email address.

As I posted in answer to your other query; there are no fixes for CR XI (11.0) and previous - with the exception of CR 10.2 and 10.5 which bundled with VS 2005 and 2008 respectively.
Your only option (unless some one has the file stored somewhere) is to upgrade to CR 2008, or CR 2011 or CR 2013.

Please note that reports created / modified in CR 2008 and later will not work in CR 7...
