More button '>>' not appear in page toolbar

Hi Expert,

We have FPM application, it has a lot of toolbar buttons (please see below picture). And in UI guideline, it says there will be a more button (‘>>’) appearing in order to avoid line breaks. But we can't see this '>>' button even the buttons are placed in two lines.

Does anyone know why the more button ‘>>' doesn’t appear in FPM toolbar?
