Hi experts,
When I send the emails with Chinese texts with function smtp_to, some recipients can view the Chinese however some recipients view the garbled characters.
I believe this is the product issue because those recipients can receive the Chinese emails normally for others senders.
Only emails sent by the Data Services produce gargled Chinese characters.
This is not related to the complete locale.
Any method to tune the encoding for the outgoing messages?

Hi Gordon,
If some recipients can read the Chinese characters correctly from the email then I don't think Data Services is the source of the problem.
Try this test if you can:
On the Windows desktop of one of those recipients with the problem:
Open Regional and Language in Control Panel.
On the Administrative tab, Change system local for non-Unicode programs, select the required Chinese language to be used and apply.
This won't change the default language for the OS for the users.
