proxy error when upload employee photo

Dear sap system administrator

I have an error when i upload employee photo from trx (OAAD) the error is ( Connect Error: Connect to Host SAPIDES.EMC.COM Port 80 error: NIECONN_REFUSED) and when i do the instructons in the following sap wiki http://wiki.scn.sap.com/wiki/display/NWTech/Connect+to+Host+XXXX+Port+XXXX+error+NIECONN_REFUSED+-+Message+No.+04100

The error changed to ( Connect Error: NiHostToAddr proxy error: NIEHOST_UNKNOWN ).

and i also do all the steps required to upload the employee photo .

please help me to fix this error .
