MRP for Non Stock Items

Hi

In my organization, we need to plan big spend items procured externaly. How can we realize this . I would like to run MRP by Purchase org wise,plant wise , project wise etc. Is there a way to include material group wise MRP run. At the moment we are not using any MRP and we havent maintained any material master for external procurement.Please advise.
