An alternative is to use a EPMReadOnlyData formula in the input sheet. You just specify the report ID and the areas in which you do not want the data to be sent to the server.

You can use the EPM Formatting sheet. Based on the criteria, you can color code the cells. In order to lock the cells, in the EPM formatting sheet right click on the Data cell, EPM --> Lock Selected Cells as shown below.

You can use the EPM Formatting sheet. Based on the criteria, you can color code the cells. In order to lock the cells, in the EPM formatting sheet, against the criteria, in the Use column, double click, and select protection -> lock.
Also, you need to protect the main sheet from the Review tab.
