I have a scenario where I need to send a generic SDS , says SDS UN when the SDS of the country version is not available.
Currently, all the country specific conditions are configured in Table 4 condition schema. The last table (Table 5) is not suitable, as it is determined based on regulation type, in my case, it is by country.

in SDS distribution there is an option available to use an "user exit" to handle (optimize, enhance etc.) gen var selection (and language selection, if needed) if needed. PLease check customizing (and check this thread as well: http://scn.sap.com/thread/1736108)
Before you start: you need a "robust" process to handle this topic. E.g. let us assume you named your gen vaviant "MSDS_RW". Now you generated later a "MSDS_IN" (IN = India). Now you should think about: how to handle subsequent shipment? should MSDS_RW sent or better the MSDS_IN (in case it is needed).

be aware of the fact that e.g companies acting in europe will never accept UN format (because of REACh). The same is true in other countries. Therefore your concept (blueprint) should consider that and should be based on feedback of legal department of the company. And sometimes it is "better" to force business to release corresponding report than to ship / deliver something which is not "fully" aligned with local regulations; only a "hint":
Should the user be "informed" that MSDS_IN was "needed" but MSDS:RW was delivered? if so at leastyou should make sure that you create a report request regarding MSDS_IN (and then you need, as mentioned, to "check": what are the requirements in subsequent shipment.
Generally your approach can be used very often (to use a "generic" SDS/MSDS UN related one). E.g. in regions like Africa, or middle east. But In "Americas", and in many countries in Asia, especially in europe, it might not be a good idea to use the generic one.
Let us make an example: if we talk about e.g. "Kenia" you could use a generic MSDS (e.g. UN version in english) but in this case it should be sufficient using the "condition table" approach (because fallback is/would be UN MSDS always becuase there is no local regulation in place).

PS: condition table 5 is not ! related to SDS/MSDS. It is related to tremcard and therefore rarely used.
