EP Logon Does Not Get Past Logon Page

I've installed three EP 6.0 SP13 systems in the last month. All three with identical UME configurations linking up to each their own read-only MS Active Directory LDAPs.

The third installation is giving me trouble. When I log in as Administrator, I can see the LDAP users and groups and I can grant them security roles. However, when I try to log in with one of the LDAP userids, I don't get past the logon screen. If I enter the wrong password, the Portal indicates that I have entered the wrong password. But with the correct password it just goes back to the same logon screen.

The server logs and security logs are both clean, aside from the regular warnings recording when I try to logon with the wrong password.

I've already tried testing with a database datasource user. When I try to logon with this user, the same thing happens, I simply do not get past the logon page.

The only userid that gets me into the Portal is Administrator.

Now add to the above symptoms what happens when I access the User Management item from the start page of the J2EE: no userid/password combinations work to gain access. However, System Information, SQL Trace, etc... all work with Administrator and give 403s (no authorization) for LDAP userids - at least these LDAP userids get past the logon screen for these applications.

What's wrong with my UME?

There is one thing that I did on this system and not on the others. I was forced to enable SAP* for a moment in order to unlock the Administrator ID after it got locked after 6 incorrect logins. I reversed the changes exactly as per the SAP help to disable SAP* after the unlock. Could those instructions on help.sap.com/nw04 be incorrect?

Tell me there's something I've overlooked.
