Intrastat - VE01 - line items highlignted in red - no VEIAV entry

When using transaction VE01, line items are highlighted in red and there is no entry in table VEIAV made.

For instance, after a dispatch from Italy, I make a return from a customer in Poland, Spain, etc. All my cases are highlighted in red (see attached file below) and no entry in table VEIAV is made. However I do not have a error message and no incompletion log.

Note that my returns are a negative quantity, they must appear as a negative dispatch. This works for France (no line items highlighted in red) but not for Italy.

Does anyone has an idea ?
