Hi Gagan,
The usage profile are set to define what or what is your requirement.This activity is basically carried by the Basis team.based on the requirement they select the usage type and they assign the roles and authorization based on it.
Incase,if you are using unrestricted that means you are authorized or have full access.
You can think in this way:-developer require development access where as testing team require certain access.
In this way,you can think of the usage access.

The usage profile defines the set of object types, software component versions, and business modeling filters that you can use. They are filters that enable you to view and work with only a set of objects required to achieve your goals. Depending on which of the goals you wish to pursue, you need to choose a usage profile when you log on to the ES Repository.
For ex: after creating user id, basis consultant will assign the roles [Administrator or developer ] and authorizations.so based on that we will have access to the system.
Each user will have different access, so usage profiles are like user which will have different access than the other.

This is an old version, but the principle is the same.
TIP: use the Unrestricted one to have access to all.
