Hello experts,
My clients wants to implement SAP HR sub modules like OM, PA, TM(Negative) which can be configurable.
Now as we know that SAP Payroll will required a Employee wise license, So client has decided to develop the custom program for payroll processing with basics requirement.
my question is that, is it worth that we can use all the standard infotypes (0,1,2,7,8,9, etc) which can give input to that developed program for payroll processing and will give output as payroll results in some custom/transparent tables?
As client do not want to go with SAP Payroll (for saving employee wise lic cost), will it still required employee wise licenses for this case?

I would strongly recommend your customer speaks with their SAP Account Manager to make sure they fully understand cost / license implications of going with SAP standard versus developing a bespoke payroll processing solution.
You are right that user licences would still be required for implementing HR master data as input for payroll, but the customer should check what this would cost as some of the arrangements can be very flexible and the Account Executive or Manager would be the best person to check exactly what options could be considered.
As you will know, payroll processing is a very complex and country specific area of functionality that demands compliance for statutory reasons. Therefore, despite concerns over license costs, the cost implications of developing a custom solution that will frequently be subject to statutory changes and for such a solution to reliably ensure statutory compliance for the customer, may in fact be higher in the longer term.
