'Header' tab is missing in 'Approval Process' review tab in SC

Hi Experts,

'Header' tab is disappearing after 'Ordering' the shopping cart in the 'Approval Process' review tab in Shopping cart, could you please let me know the reason for the same, before Ordering the cart actually Header tab is available , once order then only missing..

What is the workflow status of the shopping cart after ordering it?
