BOM is not exploding

I have maintained following settings for BOM

1) I have created BOM item (M50) with item category group ERLA

2) I have created BOM component (M51 and M52) with item category group NORM

AND

1) I have maintained 'A' in the structure scope field in item category TAQ

2) Item category assignment as below

Sales Doc type - ZOR

Item Category group- ERLA

Usage-

Higher level item category-

Default item category for the document- TAQ

Sales Doc type - ZOR

Item Category group- ERLA

Usage-

Higher level item category- TAQ

Default item category for the document- TAE

With above settings if i create sales order for M50, item category is triggering as TAN and BOM is not exploding but if change item category in sales order manually to TAQ then BOM is exploding. KINDLY HELP ME ON THIS ISSUE.
