Partial Quantiy is not happening

Hi Experts,

Partial Quantity issuing is not happening in co27 t.code, for example required quantity is 100 but stock available is 80, when i do picklist it has to pick 80 quantity and show 20 quantity still open. please help me how to reslove the issue.
