Checking in TIFF files in CV02N defaults to SAP-SYSTEM. Would like to checkin to ARCHIVE but that option is not available. Why? What am I missing?

All configurations you have mentioned have been done. Let me clarify that this is for non-kpro documents. I am able to sucessfully archive to a content repository the following files .drg, .mil, .doc, .docx, .xls, .xlsx, .txt, .zip WITHOUT any problem.
Why then am I not able to do the same for .tiff files. What is unique about .tiff files? Is there some additional config I need to do for .tiff that I don't need to do for these other file types?

You need to do the configuration in folllowing configuration node.
1. Create Content Repository in Node "Maintain Storage System" - OACO Transaction.
For configuration in CS Admin please take help of BASIS consultant.
2. Create Storage Category in Node "Maintain Storage Category " - OACT Transaction.
Once you create Storage category Link it to COntent Repository.
SO when you do a checkin in CV02N/CV01N, you get this storage category in the pop up.
But Make sure CS Admin configurations are done properly by BASIS Guy. The installation of SAP COntent Server should be done correclt by BASIS Guys with out which you will not be able to store originals in storage category > Content server.

Hello, if you are referring to the "automatic" storage category determination when selecting "checkin" please check you configuration for the profile under the "Define Profile --> Determine definitions for applications"

Please check whether configuration for content server is done in the system.
This will enable to store the documents using archive function.
