User Authorization.

Dear Experts,

I need to authorize a user in a way so that he/she should not be able to change any of the project scoping/activities/questions (Can read them) but should be able to do all the data migration activities.

I tried to do it in several ways. But nothing worked for me. Is there any suggestion/solution to this?
