RSADMINA is display-only

I just installed a Netweaver 7.31 SPS08 system on HANA SP06 rev 62.  I installed the BPC 10 for HANA add-on as well as BI_CONT 7.47.  The support package levels are as follows:

SAP_BASIS 731 0008

SAP_ABA 731 0008

PI_BASIS 731 0008

ST-PI 2008_1_710 0008

BI_CONT 747 0005

SAP_BW 731 0008

CPMBPC 801 0003

POASBC 100_731 0003

HANABPC 801 0001

I created client 100 and did a SAP_CUST client copy from 000.  Now I want to change the default BW client to 100.  I try to edit table RSADMINA in order to update field BWMANDT like I've done with other systems but the system does not allow me to edit the contents of the table.  If I execute RSA1 in client 100, I get the "You can only work in client 001" message. 

I thought that perhaps NW 7.31 offered a new way to maintain RSADMINA but I haven't found anything on it yet.  Has anyone run into this problem before?  If anyone has any idea how I can change the default BW client to 100, I would appreciate hearing from you.

You can use function module- RS_MANDT_UNIQUE_SET to change the client.
