What version of .NET framework are you using? I ran into this issue about a year ago when I upgrade my application to .NET 4.0.

In a security patch to .NET 2.0, Microsoft removed a few cultures (en-cb being one of them). My guess is that the SAP component you're using is trying to access those obsolete cultures. My workaround was to implement this workaround from MS to recreate those cultures: http://support.microsoft.com/kb/939949
