I believe that message means the following:
As you know in case of DEV and CONS we have asynchronous deployment, i.e. we need to wait up the build and deploy only afterwards. To achieve this we deploy asynchronously, i.e. the deployment request goes to the TCS Deploy Queue (this is what you see in the popup too).
In case of TEST and PROD we have synchronous deployment because there the software has been already assembled, there is nothing more to be built, i.e. we can proceed with a direct deployment. This case the TCS Deployer is not involved.
I believe the message says only that since you changed the runtime system, the TCS deployer has been notified about this and so if there were deployment requests in the TCS queue, then it will consider as of the change to deploy the product to the new runtime system you have configured in the RuntimeSystem Configuration in CMS.

Hi Alexandr,
after I made some discussions, you are right, that message means the following:
if you change the RTS for an existing track to which DEV or CONS RTS belongs already, then changing the RTS results that we deploy all deployable that was available in the source compartment's CBS (in short: synch of runtime system in CMS = deploy all from NWDI(CBS) to runtime system).
