Is there any mandatory or rules to use template allocation or costing sheet for overhead calculation in product costing?

There is no mandatory rule for using template or costing sheet it depends upon business requirement and more flexibility
Template allocation is used in complex calculation of formulas

Costing Sheet-
The costing sheet combines all parts of the overhead costing, and determines the rules for calculating the values to be posted.

For regular ovh calculation like % based or input quantity based, you use costing aheet
For ovh calculation based on output qty, you use template alloc
