Error in web ui while saving the rule for territoy determination.

Hi, i am trying to create a rule for territory determination in web ui. When i try to save a rule with with condition and create an action it gives me error 'cannot save the rule, check attribute in customizing'. Please advise what am i missing. I followed the building block C06 for configuration. I was able to create and save it for the first time. I need to change the Attribute conditions etc, so i expired that rule to create a new one. Now i cannot create a new one and neigther can change the expired one. Message displayed is "Check attribute in
Customizing; rule cannot be saved"
