BEx workbooks - where to create?

Hello

We have designed a few workbooks in productive system.

We have decided to do so due to the fact that we also need grafics related to the table results.

To design the workbooks in development system is very difficult as we cannot create the grafics there.

We would like to know about experiences of others. Is our way correct or is there an alternative?
