Business scenario

I have one interesting business scenario like we have calculated characteristic one of the characteristic is updated actual quantity this actual quantity will be updated based on another characteristics results. Now the question is I done GR 100 ton but after result recording Actual quantity characteristic updated 8.3 % its means 83 Tones should propose in unrestricted and 17 tones Propose in scrapping in automatic how we can reach this business requirement .
