Hi Prateek,
We had a similar issue and we tried multiple things to sort this issue
1) Tried with Different web applications (Tomcat, WACS,WebLogic..)- But no use.issue still persists
2) Later we tried to move the CMS DB to other DB instance and tried - It worked with the new DB .
We then checked the database index and other parameters that lead to the slowness and we ran the DB statistics which helped in resolving the issue

Hi Prateek,
Did you migrate from 3.1 to 4 Or performed any other migration ?
Usually, when migrating the Central Management Server (CMS) database from one Oracle database server to another, the tables, schemas and indexes were migrated over. However, the database statistics were not updated on the new Oracle database server, thus impacting the performance of queries run against the migrated CMS database.
Resolution
Work with your Oracle Database Administrator to ensure the database statistics are up-to-date. Up-to-date database statistics will help to ensure queries run well in a busy system.
NOTE: This is a general Oracle database maintenance procedure which is unrelated to SAP BusinessObjects Enterprise.
Thanks,
Anupam

Prateek,
I would suggest you to check with SAP Support. This is one of the similar issue.
