Hi Gurus,
I am facing an issue with planning strategy 63.
We are using this strategy in order to perform capacity planning analysis.
Planning materials will be created as a "capacity" objects, designed as technological families used in our supply chain environment, over which PIR will be created to generate capacity requirements in LTP environment (specific inactive PIR versions will be used).
As sales orders will be placed on Finished Products, both dependent requirements and reservations will be created according to the FP bom explosion.
Each material in the BOM of the finished product is managed with strategy 63, with the corresponding planning material in material master - MRP3 view - in order to allow the consumption of the corresponding part of the capacity forecasted on the planning materials.
I have setup some test data, but unfortunately noticed that PIR on planning materials are only consumed by SALES orders on BOM components, which is just a part of the forecast to be consumed.
Do you have any suggestion?
Setting are the ones suggested in on online library for strategy 63.
in OMP6 consumption indicator is set to 3 for rq class 104 (by STD is set on 1)

Your system is working as designed, only sales orders can consume PIRs using strategy 63.
See the information below, provided on note 209222:
If you work with a planning material, sales orders of the higher-level
material are only consumed against the planning material or reduce the
planning material.
Thus, the planning material is not consumed or reduced against the
dependent requirements for the higher-level material.

I don't think that it is possible to customize such strategy.
Consumption of independent requirements for planning materials w/ith customer orders is
possible as database table VBBE (=Sales Requirements) refers to the planning material (fields VBBE-VPMAT and VBBE-VPWRK).
This information is not available in database tables for reservations, release orders for stock transfer, etc., that means the link between these requirements and the planning material is missing.
That's why this restriction is described on note 209222.

i know there's a BAdI for flexible PIR consumption, but according to what you described (link to planning mat in VBBE table only) i don't think i would be feasible to use the badi in order to obtain consumption through a custom development.

There is a BAdI called MD_PIR_FLEX_CONS, however this BAdI is only called if the element would originally consume/reduce the PIR, therefore, it is not useful here.
Check what note 772856 says about this BAdI:

The BAdI allows you to determine in greater detail than you can
using the previous values of 'Planning consumption indicator' which
requirements should be consumed. However, other consumption-relevant
settings must also be fulfilled (for example, consumption indicator
= assignment indicator for customer requirements; Mixed MRP for
stock transfers).
