RTI Pre-requisites in HR (infotype 0048)

Hi

We have SAP ECC6 and currently implementing RTI (Real Time Information) and I need to know if infotype 0048 Residency Status is a pre-requisite for RTI and whether it has to be created for all employees on SAP or if it is only required for migrant workers.
