i've created a test package with 8 test cases within it and I assigned a sequence ID to these 8 test cases from 1 to 8, test case with sequence 1 is ready to test but i am able to start testing from sequence 2 or 3
i want to know what else i should do that system not letting user start testing from higher sequence while the sequence 1 is not completed?

This should not happen if you have configured it as per documentation and workflows are working fine

i have another question, is it neccessary to create test case for each process step? or only defining transaction for each process step (which we has defined in solar01 for a project) and having test case document(in solar02) is enough for testing via SOLMAN??
I mean what extra possibility test case is given to us? i didnt find any extra possibility in test case environment which make it neccessary to create for every step, you know it needs lots of time and energy to create test cases for a project structure (for master data and business process steps)

but I know a better way which don't need manual test case or test script for each steps.
when you are creating a test plan according to a solman project you can do some changes in setting tab and choose" with transaction" and then you can have process steps with no test script or manual test case in your test plan and package
