Can’t transport transfer rule in SAP BW SP13

Hello Gurus,

After we upgraded BW 702 SP to 13, we couldn’t transport a transfer rule. I built an ETL program to load a DSO, the program ran successfully and data got loaded. But I couldn’t find the transfer rule in the transport connection and the metadata repository. The transfer rule object is missing in the repository, looks like to me there is something wrong with metadata repository. I checked with Basis, they don't know anyway to check the inconsistency of the repository.

No error messages ever appeared during the development and the process to build a transport.
