Crystal Reports 2008/2011 xBase connector - crdb_p2bxbse.dll

I am having an issue with the xBase connector in CR 2008/2011 (I believe it is deprecated). I have a report that was originally written in CR9 using the native xBase connector. The report will open fine in CR 2008/2011, but when I try and run the report/access the database I receive a Database Connector Error followed by a bunch of Chinese or Korean symbols (screenshot below):

My understanding is that it uses the crdb_p2bxbse DLL but I'm not sure which version. The xBase connector is connecting to a Visual Foxpro DBF file. This DBF file also has a memo file associated with it (FPT file).

I have a colleague who is a Crystal Expert and he was able to provide an older crdb_p2bxbse.dll (version 14.0.2.364) and that will allow the report to access the database ONLY if the database is a DBF file. If there is an associated memo file (FPT), I get the database connector error.

I know that SAP officially recommends moving away from xBase data connectors to ODBC or OLEDB, however the issue we have is that multiple people (Terminal Services/Remote Desktop) are accessing AND deleting these databases and xBase is the only database connector that I've encountered that will allow a database to be deleted while another user is accessing the table.

How can I get the crdb_p2bxbse.dll that came with CR9 and have it work with CR 2008/2011?
