How to change Usage otuput in Notstat Expert Rule set

Hello,

I am trying to suppress one property (TSCA List US) from writing into specification through Expert Rule set NotStat(Notification status). After making changes in .mdb file for Ruleset, the suppression is successful but still the system is creating an instance with usage REG_WORLD. I am not sure how to suppress the creation of blank instance with Usage. The result I am looking is that , the system should not write anything or create blank instance with usage.

How or where to control or change the output of Usage in Rule set.mdb file ?
