Carrier Selection

Has anyone had the instance where you had a junk carrier in the system with no rates, everything is set up to plan the carrier when optimized on the Freight cost, but when the carrier selection profile is set to ignore the no cost carrier it still brings in the junk carrier and is not paying attention to the carriers that have rates?
