HU cannot be assigned in OBD

Hello Expert,

We have process of manual HU scanning wherein HU will be created.STO creation and OBD simultaneosly.Its all automatic.

Issue is when i try to input the HU in the OBD i get the following error.

HU contain an item that cannot be assigned.See the attached document

Please suggest.
