Message no 06042 can not active

Dear Experts,

I create contract target value is 2000,when i copy this contract to purchase order, values is 20000.but message no. 06042 can not show error or warning. i checked OLME=>Purchasing=>Environment Data=>Define Attributes of System Messages, i have set version 00, 06 042 as "E", but this error can not show.

Would you please tell me how to active 06042?
