Would DB restore keep the all the settings (general authorizations for each user, print layout designer, etc) the same? The company would like to replace the system disk drive and will restore the database from the back up.

If the DB is on a dedicated server, and you shut down the SAP system on the application side. As long as the new database has the same settings (IP, hostname, etc) then starting SAP back up should be no different then a typical down time for your business.
