can not create WCA

Hello. From an SAP support perspective (by simply searching any of our bug database), older issue tied to WCTK transaction is tied to the following:

- A user may not be able to create a work permit without an assignment to an order

- Then afterwards, you cannot assign this work permit to a WCM- (Work Clearance Management) order, regardless whether you try to use the order processing or the list processing for work permits for this.

So with the symptoms above, see if you are not able to create a work permit because you have no assignment to an order and what if you add it in, would it work?
