Spool / print: Missing Output of an OMS Command (SUBMIT rspooms 21) for Access Method "E" for Device ODA

I did a new installation of SAP NW7.3 (AS ABAP) with oracle database on windows2008 (64bit) machine.

After doing OSM configuration(creating ROMS,LOMS,outputdevices), If I try to print using any output device, The Submit Command(entered in OMS command field) is never getting hit.The SAP spool error log shows "No output from OMS submit command".The syslog indicates

Spool / print: Missing Output of an OMS Command (SUBMIT                                           rspooms  21) for Access Method "E" for Device ODA.

Any pointers how to resolve this issue or which logs I should check further.
