SAP B1 9.0 Error on starting Workflow Instance

Steps to recreate:

1. From Service Manager select Workflow Server. It should be started.

2. Click on Settings. Login with the B1SiteUser.

3. Choose your database - either sample or your own.

4. Immediately TEST Connection returns with the message FAIL - Error during SBO User Authentication.

What error is it? What user is it? There is no place to change this info on that panel.
