BAPI_CHARACT_CHANGE: err in Quality system

We have manage the Characterstics(CT04) uing the BAPI "BAPI_CHARACT_CHANGE" based on the purchase group. I'm getting the error quality error. Kindly find the attachement. It's working fine is Developement.
