Warning V1523 Credit memos already exist for item ....: change from Warning to error

Hello Gurus

I have a requirement to create only one Credit memo with (mandatory) reference to a Debit note.

If at item level in VOV7 I set Completion rule "A - Item is completed with the first reference", then, when I place a credit memo for the SECOND TIME, I get warning "V1523 Credit memos already exist for item ....: "

Question: is it possible to turn this warning (yellow) into an ERROR (red)?

I have tried using OVAH transaction, but message V1 523 is not listed there.
