Free Order Quantity in IWBK Transaction

Using the transaction IWBK , selecting a work order, . The “unrestricted” stock is not being displayed.

The configuration for material availability is set to check storage location.

If you look up the material master in MM03, and using the storage location unrestricted stock. The location shows 12.0 in stock. This is the using the MARD table

Using the work order component items information, In MARD, enter MATNR (material number), WERKS (plant), LGORT (storage location) and return the LABST (unrestricted stock)

The MARD table shows the correct amount in the storage location

1. WHY UNRESTRICTED STOCK VALUE IS NOT SHOWING AS FREE ORDER QUANTITY?

2. The Free Order quantity filed is showing Sales Order stock; Is this correct? If Yes, What would be business process for this scenario.
