Could any one direct me on SEM-BSC Balanced Scorecard project planning and Design please?

From a customer perspective I would not recommend that you go anywhere near SEM as we found it to be inflexible, heavily IT  specialist reliant  (even for the most minor amendments) awful reporting options and not fit for purpose in terms of even basic performance monitoring or management.

Several years ago (2007 or 2008?) SSM was designated as the product that would be where SAP placed its emphasis as far as Balanced Scorecard and Enterprise Performance Management is concerned as many organisations found the BSC presentation of SEM lacking in flexibility and in the non report elements of performance management so you will have to look back a long way for any materials focusing on SEM-BSC.
