No document processing started, switching columns is not possible - error in Performance Management

Hello Experts,

We have a situation here, where user when attempting to enter mid year review comments, the system is showing the following error message.

‘No document processing started, switching columns is not possible’.

And when attempting to download a PDF user is receiving the same message:

Please advice what could be the reason for this and how to fix that.
