When using the "Rich Internet Application" version of Web Intelligence (see WebI preferences below) I can specify a custom number format. I have some users that have so many Java related problems when using that version I have them use the "Web" version. For the most part that works despite the annoying subtle differences such as button placement.
Today one of my users who is using the Web version asked me how to do a customer number format that he had seen me do. Unfortunately, there doesn't seem to be a way to do this in the Web version. Are we really stuck here?

it is stated:
"You cannot apply custom formats to numbers in tables in the Web interface (DHTML interface)"

Another alternate would be to train your users to use Format number function as below.
=FormatNumber(Sum( [Invoice Amount]);"$####0")

We did experience the same behavior when using web viewer from the Design mode of the report. It works fine through rich client
If you want users to use custom format, one thing that can be done is provide the custom formats required by them on static cells of the report giving some default number like "12345.99" and then you can ask them to use Tools>Format painter to copy this format and paste wherever they would wish to change the format.
Again there are limitation in this approach that they cant go for any custom format that is no defined on the report.There is chance of overwriting formats in reports using Formatting Rules.
I would say best way is to push them back using RIA viewer and resolve the issues they have, if its easy to do.
