Stages has not determined automatically in shipment

Dear all,

I have a shipment in which the stages has not been determined automatically .Can you please tell what settings in need to check so that the stages will be determined automatically.

more interesting would be to see what is on the "control" tab. Any stage determination active at all?

And there is not route determination here...
