Report showing the budget values which can be released

Hi,

Is there any report in BCS, which shows Budget entered, Budget released and Budget which is available for release. All the information should be available in one report.

Should we have normal budget type and release budget type? Can the release be done with the normal budget type or both are mandatory if release functionality is to be implemented.
