In our company , Inspection lot of one plant is cleared by other plant. How we restrict the inspection lot is cleared by same plant user-id  rather than other plant user-id.Please tell me, Can we use different inspection type for different material for different plant.

There are different ways.

In PFCG, for specific role, assign the respective plant to the users by menu Go to - Organizational Levels. So that, he can't access other plants details at all levels. If you want to be business transaction specific, then use below given authorization objects.

If you want to control only Usage Decision, use authorization object Q_UD_CODE.

If you want to control only stock posting, then use Q_STCK_CHG.

For results recording control, use Q_CHAR_PRC authorization object.
