That version of Ms Office is supported.
Don't forget to uninstall your current Dashboard version before install the new one.

Ok, Win7. But what about Microsoft Office?
Second, let me explain. Do you must upgrade to SP04? Or could you choose another version of SP? The most recent SP is the 6.
I'm asking to you that because to get SP04 there's only the upgrade package installation available, but for recent versions of dashboard you could choose a "complete" installation package. By the other hand, If you are free to change the version, why not get the latest one. Better capabilities, fixed bugs, etc.

As far as good.
Sincerely, I faced that error before but I don't remember how I solved that actually.
But, let's try some that could be, it's simple:
Execute the installer as administrator. This is: right-click on the installer file and select the option: "Run as Administrator".
I'll search more about that error when my tasks let me do it.
