Does using the comments feature slow down system performance? Any information around best practices with using the comments feature would be appreciated.

I never see docs about best practice on comment.

In my experience if you have standard comment (i.e. length 255 byte) you shouldn't have performance issues about it.
If you haven't done you can try to delete comment history,normally you doesn't need the history, by setting CLR_COMMENTS_HISTORY=1 in application set parameters, see please this note.

you can also try using excel popup to see if it works better (I didn't try so I don't know if is quicker or slower then standard cell with evcom)
