PO created without budget on Order

Hi ,

We got 2 PROD clients. In client 400 if we don't allocate budget to an order in IM52 but create an asset and then move on to raise a PO it gives an error and says budget exceeded. This is the correct behaviour.

But in client 700 the PO gets created even without a budget.

I have checked the config and it looks the same for both the clients.

The company codes are different in these 2 clients.

Any suggestions are welcome.
